The reasons for having a DoD Scientific and Technical Information Program (STIP), are the same today as those stated in the Secretary of Defense Memorandum and Directive [PDF], May 14, 1951, signed by George C. Marshall, Secretary of Defense, when he established the Armed Services Technical Information Agency (ASTIA), now the Defense Technical Information Center (DTIC®).

DoD Directive 5105.73 Defense Technical Information Center (DTIC) - DTIC CharterEstablished the Defense Technical Information Center (DTIC) as a DoD Field Activity. Established DTIC as the central scientific, research, and engineering information support activity executing the programs and functions of the DoD Scientific and Technical Information Program (STIP).

DoD Instruction 5230.27 Presentation of DoD-Related Scientific and Technical Papers at Meetings
Assigns responsibilities, prescribes procedures, and provides guidance for consideration of national security concerns in the dissemination of scientific and technical information at conferences and meetings.
DOD INSTRUCTION 5200.48, "Controlled Unclassified Information (CUI)," March 6, 2020Establishes policy and prescribes procedures for CUI throughout the DoD including CUI
identification, sharing, marking, safeguarding, storage, dissemination, destruction, and records

Clarifying Guidance for Marking and Handling Controlled Technical Information
A joint memo was signed out by both OUSD(I&S) and OUSD(R&E) on 31 Mar 2021 to clarify some aspects of CUI and DoDI 5200.48, including reiterating that the Controlled Technical Information (CTI) will continue being marked with distribution statements.

10 USC Section 2364 b.5 Coordination and communication of defense research activities and technology domain awareness
In order to promote increased consideration of technological issues early in the development process, any technological assessment made by a Defense research facility shall be provided to the Defense Technical Information.
48 CFR 252.35.7011 Final scientific or technical report
The Contractor shall Submit an electronic copy of the approved final scientific or technical report, not a summary, delivered under this contract to the Defense Technical Information Center.
Performance Reporting Procedures
The DoD Grant and Agreement Regulations (DoDGARs) directs DoD award recipients or their government sponsors to submit a final performance report and a final peer-reviewed manuscript to the Defense Technical Information Center (DTIC).

10 U.S. C. § 2372. Independent research and development costs: allowable costs (a) Regulations
The Secretary of Defense shall prescribe regulations governing the payment by the Department of Defense of expenses incurred by contractors for independent research and development costs. Such regulations shall provide that expenses incurred for independent research and development shall be reported independently from other allowable indirect costs.
