Are you passionate about advancing scientific discovery and improving the research experience for Science and Technology (S&T) and Research, Development, Test, and Evaluation (RDT&E) communities? The Defense Technical Information Center (DTIC) is looking for engaged members of the S&T community to share their insights and shape the future of DTIC's products and services by joining the DTIC User Council for Fiscal Year 2026.
Five positions are open, offering a unique opportunity to:
- Provide valuable feedback and insights directly impacting DTIC's offerings
- Advocate for users— Represent the needs and priorities of the S&T user community
- Cultivate relationships with peers in the S&T and RDT&E fields
The DTIC User Council is a representative body of DTIC users in the S&T and RDT&E communities. As a liaison between DTIC and its user community, Council members operate independently to provide feedback and advice to DTIC on the needs and priorities of all users. They provide a voice for various users’ perspectives regarding the product enhancements and initiatives that DTIC should implement to maximize the value of its products and services to its users.
Nomination Process
Eligibility Requirements:
- Must be a current Department of Defense (DoD) or other federal government civilian employee or U.S. military service member
- Must be an active, registered DTIC user (logged into a DTIC site within the past 365 days)
- Employees and contractors of DTIC, DoD/Federal Gov’t contractors, and non-DTIC users are not eligible
How the Nomination Process Works:
- A DTIC user can either submit a nomination for their self or nominate another user
- Nominees must complete the nomination form and sign the DTIC User Council Agreement to indicate their willingness to serve (agreement is only valid upon election)
- Â Completed nomination packages must be submitted no later than July 18, 2025
*DTIC Registered users will vote for the nominees of the FY 2026 DTIC User Council in August 2025.

DTIC User Council: Key Information
- Purpose: Represent user needs to DTIC leadership, driving improvements to  DTIC’s tools and services.
- Meetings: Virtual meetings, including  four mandatory quarterly sessions, and potentially one annual in-person meeting at DTIC headquarters in Fort Belvoir, Virginia.
- Structure:Â Composed of three officers (President, Vice President, Secretary) and nine members.
- Term Length: Elected members serve two-years— one term and may be re-elected for two consecutive terms.
- Contractors: Contractors cannot serve on the DTIC User Council due to conflicts of interest.
